Official Statement on the Occasion of World Humanitarian Day

Today, the International Diplomatic Union joins the international community in observing World Humanitarian Day, designated by the United Nations General Assembly in commemoration of the humanitarian personnel who lost their lives in the 2003 attack on the United Nations headquarters in Baghdad, and in tribute to all those who continue to deliver life-saving assistance to people affected by conflict, disaster, and crisis around the world.
This year’s observance carries a message of particular urgency: humanitarian workers must never become targets. At a time when humanitarian needs have reached unprecedented levels — with hundreds of millions of people across the world requiring assistance — the women and men who deliver that assistance face growing and unacceptable danger. Recent years have been among the deadliest on record for humanitarian personnel. Every attack on an aid worker is an attack on the very principle of humanity, and every violation of international humanitarian law that passes without accountability weakens the protection on which millions of vulnerable people depend.
The International Diplomatic Union affirms in the strongest terms that humanitarian personnel are protected under international humanitarian law, and that this protection is not a courtesy but a binding legal and moral obligation. Safeguarding humanitarian action requires full respect for the protection of civilians, guarantees of rapid, safe, and unhindered humanitarian access, and firm accountability for those who target the people and infrastructure of relief. Impunity for such acts must have no place in the international order.
We also pay tribute to the local responders and community volunteers who form the first and often the final line of humanitarian response — those who serve their own communities in conditions of extreme hardship, frequently with the least protection and recognition. Strengthening global solidarity means empowering these local actors and ensuring that the burden of crisis is shared by the international community as a whole.
Consistent with its mission and its Statutes, the International Diplomatic Union reaffirms its commitment to upholding humanitarian principles, supporting initiatives that alleviate human suffering, and advancing education in international humanitarian law among diplomats and international professionals, so that the frameworks protecting humanitarian action are understood, respected, and defended at every level of international engagement.
On this World Humanitarian Day, the International Diplomatic Union calls upon governments, international organizations, and all parties to conflict to honour their obligations under international humanitarian law, to protect those who protect humanity, and to ensure that the courage of humanitarian workers is met not with danger, but with the full and unwavering solidarity of the international community.
